New Delhi: The parliamentary estimates committee, headed by MP P. Kuppuswami, in its report has pointed out that only 30 per cent of universities and 10 per cent of colleges in the country are able to provide "high quality" education.
The report tabled in Parliament on Thursday said, "It was regret to note that most of universities lack high standards even after the existence of the UGC for 50 years". One of the reasons cited in the report for poor educational standards, was the "bureaucratisation" of the education system.
The University Grants Commission (UGC) was held responsible by the Committee for such status of higher education in the country. The report said, "unfortunately our university standards are not up to the level of internationally-renowned universities and our universities do not figure in the lists of globally popular ratings".
Apart from IITs, Delhi University, the University of Calcutta and the University of Pune are the only universities that find their names in Times Higher Education Supplement Rankings, the report pointed out.
However, the Human Resource Development (HRD) ministry has put the responsibility on the state governments. It said that about 90 per cent of the UGC-funded universities and colleges are under the administrative control of the state governments.
"The UGC only provides development grants to state universities while providing maintenance grants is the sole responsibility of the state governments," the ministry added.
