Bihar up with a Bill to regulate coaching centres

Patna: Bihar is all set to tighten the noose on all the coaching centres mushrooming in the state by introducing a legislation in the ongoing budget session which would regulate and wield effective control over them.

The Cabinet approved the draft of the much-awaited Coaching Institute Bill during its meeting early this week.

The details of the proposed Bill have not been made public as yet, since it still requires to be placed and debated in the state legislature.

According to the sources, the Bill aims to make a compulsory registration for all institutes offering coaching classes in engineering, medical and other streams.

Details like number of students enrolled, subjects being taught, faculty members engaged and the available infrastructure will have to be furnished by the institute.

The responsibility of registering them would lie with the District Magistrate and would be valid for three years after which it would require renewal.

According to the proposed Bill, it also seeks to be in line with the Central Board of Secondary Education (CBSE) guidelines as it mulls to regulate the number of students in the coaching classes.

Each batch would be regulated with certain parameters on the number of students allowed in each class.

A senior official informed that the proposed bill would also incorporate penal clauses, involving monetary fines in case of violation of the rules with the District Magistrate acting as the committee head monitoring the functioning of the institutes.

A student grievance cell would also be made which would redress their complaints.

An institute is bound to lose its registration with immediate effect if found guilty of luring the students on the pretext of false claims.

What inspired the state government to come up with this sort of a legislation was the protest which led to a rampage last month by the students who were duped by these coaching institutes leading to two deaths of students.

Principal Secretary of Human Resource Development (HRD), Anjani Kumar Singh said that, "An inquiry was held by the HRD department of the Bihar government in this regard which revealed that there has been no state till now which had sought of regulating the private coaching institutes with the help of legislation."
